Ineffective Communication Towards the New Normal

New Normal is an effort to maintain good habits that became the Covid-19 protocol. For this reason, the practice of using masks, avoiding crowds, keeping a distance, and frequently washing hands with soap have become new habits in people’s lives. However, not all of them can do such a thing.

The increasing number of victims of the Covid-19 pandemic is related to the difficulty of living clean and orderly according to the protocol. Several things also trigger the inability to live in a new style—first, the unpreparedness of the community to change behavior with a unique atmosphere. Second, the drive for economic needs and ignorance is caused by educational factors owned by several community members.

Not surprisingly, in the face of the corona, various attitudes and perceptions develop with each other through multiple understandings. This condition makes it difficult to handle a pandemic that does not yet have a vaccine.

In Riggs’s (1961) colorful society, obedience is essential. Compliance fades when differences in attitudes and behavior between leaders and people occur. If the executive, legislature, and judiciary, as stated by Montesquieu, have different perspectives and actions, the government’s legitimacy can fall.

In the Trias Politica system, as the head of the executive branch, the president becomes the supreme commander whose duties can be delegated to his assistants. Therefore, ministers as assistants to the president cannot disagree with their superiors.

What must also be created is the cohesiveness of the other two pillars. The legislature must direct its members not to move to “other channels” during the pandemic. Likewise, the judiciary must consistently enforce the rules so that legal authority can be maintained. When the three channels are different, it will create new confusion in the community.

According to Edward III (1980), the above differences relate to ineffective communication. As a result, the implementation of policies to change behavior in the community becomes slow or fails. For this reason, the selection of the suitable transmitter with the accuracy of the message flow from superiors to targets makes everything go straight. With the message content in the policy that is firm, straightforward, and clear, the clarity aspect can be fulfilled so that it is easily understood and forwarded to the target.

Another important thing is the consistency between parties, over time, and between the words and behavior of the policy implementers themselves. If the three things above cannot be implemented, the channel differences will continue to grow. In this case, judicial rigidity to enforce the rules becomes vital so that all parties realize and understand the importance of togetherness in critical times. Therefore, all leader and people components must quickly set mutually agreed targets when this disaster strikes.
